Building National Cyber Defense Capacity at Scale
The Azerbaijan National Cybersecurity Center is a national capability initiative delivered by CyberproAI in partnership with the Ministry of Digital Development and Transport of Azerbaijan and the Technion – Israel Institute of Technology. Established in 2022, the Center supports Azerbaijan's national cyber resilience strategy by translating policy objectives into operational workforce readiness.
CyberproAI serves as the prime delivery partner, leading curriculum design, hands-on training delivery, expert instruction, custom cyber laboratories, and assessment and certification pathways to prepare participants for immediate operational roles. Academic oversight is provided in collaboration with the Technion, while the Cympire cyber range is used as a supporting technology for selected high-fidelity training exercises.
The program is designed to train more than 1,000 cybersecurity professionals within three years, establishing a sustainable national pipeline for long-term cyber defense and digital resilience.

A trilateral collaboration was formed between the Azerbaijan government, the Technion (responsible for certification alignment), and CyberproAI (responsible for academic content, training, operation and delivery of the Cympire cyber range platform).
Training Infrastructure
The Center is equipped with purpose-built training facilities, simulation rooms, and cyber laboratories designed and operated by CyberproAI. These environments support both theoretical instruction and immersive, instructor-led practical exercises. CYMPIRE is deployed as a cloud-based cyber range to support specific Red Team and Blue Team scenarios within the broader training architecture.
Hands-On Operational Training and Live-Fire Simulations
Participants engage in realistic, mission-aligned cyber defense exercises that reflect national threat environments. The Cympire platform enabled the delivery of realistic, high-fidelity simulations and assessment frameworks tailored to Azerbaijan's cybersecurity mission requirements.
